You may be running the game in compatibility mode.
Compatibility Mode is a software mechanism in which the program you are running either emulates an older version of software, or mimics another operating system in order to allow obsolete or incompatible software or files to remain compatible with the computer's newer hardware or software.
What this means is old or outdated files may be accessed or that the emulation process is not working, which can cause the game not to load.
To resolve this make sure your game is not in compatibility mode and if it is, take it out of compatibility mode.
Here is how you do it:
1. Right Click on the program icon and select the Compatibility tab.
2. Click on the small box within Compatibility mode and remove any check over “Run this program in compatibility mode for:"
3. Click Apply.
4. Click OK.
5. Relaunch the game.
